4-Room HDB Renovation Cost in Singapore: 2026 Breakdown

If you're starting to plan a renovation for a 4-room HDB flat, the honest answer to "how much will this cost" is: it depends heavily on whether you're working with a brand-new BTO or an older resale unit, and how much of the work is cosmetic versus structural. Here's how the numbers actually break down for 2026.

The headline range

A 4-room HDB flat renovation in Singapore typically falls between $35,000 and $65,000. That's a wide range, and the reason it's wide comes down to three tiers of scope:

Why BTOs and resale flats land so differently

A new BTO 4-room flat tends to sit at the lower end of this range, often closer to $35,000–$45,000, because the existing finishes, electrical wiring, and plumbing are all new — there's nothing to hack out or replace before the visible work starts.

A resale flat, especially one that's 15–25 years old, is a different story. Older units often need:

These "invisible" items alone can add $10,000–$30,000 before you've chosen a single tile or cabinet design — which is why two flats that look similar on paper can end up with very different final bills.

Not sure which of these apply to your flat? The cost calculator lets you toggle hacking, rewiring and plumbing on or off so the estimate matches your flat's actual condition.

Where the budget actually goes

Across both BTO and resale renovations, carpentry tends to dominate. Built-in wardrobes, kitchen cabinets, TV consoles, and any custom joinery typically account for 25–40% of the total budget — making it the single largest line item by far. The material choice matters enormously here: laminate carpentry might run $120–180 per linear foot, while solid wood or aluminium finishes can be 2–3 times that.

Other categories, roughly in order of typical spend:

CategoryTypical rate
Carpentry (cabinets, wardrobes)$120–$450 per linear ft
Flooring$4–$45 per sqft
Bathroom works (per bathroom)$1,500–$12,000
Kitchen overhaul$3,000–$25,000
Electrical rewiring$1.50–$7 per sqft
Painting$2–$8 per sqft
False ceiling$8–$28 per sqft
Hacking & masonry$5–$18 per sqft

Timeline

Most 4-room HDB renovations take 8–12 weeks. A BTO with minimal hacking can be closer to 8 weeks, while a resale flat with full hacking, rewiring, and wet works tends toward 12–14 weeks. If this is your primary residence, factor in temporary accommodation for at least part of that period.
